G. David Carter, Associate, Arent Fox, LLP
David Carter is a member of the Communications, Technology, and Mobile Practice Group. David’s practice has a particular emphasis on disputes between telecommunications carriers, and regulation of the open Internet, the mobile web, and mobile health devices. He represents competitive and incumbent local exchange carriers (LECs), Internet and voice over Internet protocol service providers (VoIP), and wireless companies, and has experience working with Educational Broadband Services (EBS) and other spectrum license holders. He has extensive experience litigating business disputes, including cases involving contract or tariff breach, torts, employment, and consumer protection claims. He regularly advocates for clients before federal trial and appellate courts, the Federal Communications Commission, and various state regulatory agencies.
David also has an active practice working with nonprofit organizations and social enterprises. In that capacity, he has served as a lead representative to Accelerating Market-driven Partnerships (AMP), an international partnership convened by the United States Department of State to tackle social issues through market-based approaches. David is a regular speaker about the legal issues confronting social entrepreneurs. He serves as an Adjunct Professor for the Graduate Program in Social Entrepreneurship and Change at Pepperdine University, in Los Angeles, California.

Bryan Sivak, CTO, U.S. Department of Health and Human Services, @BryanSivak
Bryan Sivak joined HHS as the Chief Technology Officer in July 2012. In this role, he is responsible for helping HHS leadership harness the power of data, technology, and innovation to improve the health and welfare of the nation.
Previously, Bryan served as the Chief Innovation Officer to Maryland Governor Martin O’Malley, where he has led Maryland’s efforts to embed concepts of innovation into the DNA of state government. He has distinguished himself in this role as someone who can work creatively across a large government organization to identify and implement the best opportunities for improving the way the government works.
Prior to his time with Governor O’Malley, Bryan served as Chief Technology Officer for the District of Columbia, where he created a technology infrastructure that enhanced communication between the District’s residents and their government, and implemented organizational reforms that improved efficiency, program controls, and customer service. Bryan previously worked in the private sector, co-founding InQuira, Inc., a multi-national software company, in 2002, and Electric Knowledge LLC, which provided one of the world’s first Natural Language Search engines available on the web in 1998.
Jeffrey M. Collins, Administrative Director, MedStar Institute for Innovation, @JMGCollins
Jeff directs the day-to-day administrative and financial operations of MI2 and ensures the execution of MI2’s strategic vision and operational priorities in conjunction with all of MI2’s domains, including: National Center for Human Factors in Healthcare, MedStar Inventor Services, Simulation Training & Education Lab (SiTEL), Center for Infonovation & Presence, and Center for Innovation in Healthcare Delivery.
Previously Jeff was a Senior Consultant with Navigant Consulting, Inc.’s Healthcare Provider Performance Improvement Practice working for a highly visible national clientele of hospitals, health systems, and physician groups. Prior to this work, he was engaged on special projects for the Executive Director of The Johns Hopkins University School of Medicine’s faculty practice organization.
Jeff received a Master of Health Science degree in Health Finance and Management from The Johns Hopkins Bloomberg School of Public Health, where he was elected to the Delta Omega National Public Health Honor Society. He earned his Bachelor of Arts from Emory University in Anthropology with a focus on Medical Anthropology and Public Health.

Evan Burfield is a cofounder of 1776, driven by his passionate belief in entrepreneurship as the engine for solving the major problems facing America and the world today—from education to energy efficiency. Evan became an entrepreneur in 1996 when he founded netDecide, shortly after graduating from the Thomas Jefferson High School for Science and Technology. Before he turned 25, he built netDecide into the leading provider of enterprise wealth management solutions for top tier financial service firms. After netDecide, Evan served as the Director of Strategy and Technology for Oakwood Global Finance, where he led the London-based private equity firm’s analyses of new global markets, new business models in financial services, and data-driven investment strategies. In 2006, Evan returned to Washington, D.C. to found Synteractive, a consulting firm that builds innovative social apps for startups, corporations, and government agencies.
Evan holds Bachelor’s and Master’s degrees in Philosophy, Politics and Economics from the University of Oxford. While at Oxford, he won the Webb Medley prize for outstanding work on the effects of organizational incentives on knowledge sharing. Evan currently serves on the Board of the Rothermere American Institute at Oxford, dedicated to the study of American history and politics.
